On August 18, 1990, the Oil Pollution Act of 1990 (OPA 90) was enacted into law. Section 4202 of that Act amended the Federal Water Pollution Control Act (FWPCA or Clean Water Act) to require tank vessels and marine transportation-related facilities to prepare and submit to the US Coast Guard plans for responding, to the maximum extent practicable, to a worse case discharge, and to a substantial threat of such a discharge, of oil or a hazardous substance carried in bulk as cargo.

Crude Oil Spill Near Port Sulphur, La.

The U.S. Coast Guard said on Sunday it is responding to a crude oil discharge in Rattle Snake Bayou, southwest of Port Sulphur, La.Coast Guard watchstanders in New Orleans received a report from the National Response Center that the well was reported to be leaking.It is unknown when the discharge began, and the amount discharged has not been determined. The well is rated to produce 5,476 gallons of oil per day.Responders are working to locate and secure the source of the discharge.

Briggs Marine Secures BP Contract in Caspian Sea

Briggs Marine, a UK marine contractor, has boosted its global growth plans following a three-year contract award from BP Exploration, worth over $4 million. The project, based in Azerbaijan, will see Briggs Marine delivering fire and rescue services at Sangachal Terminal - one of the world’s largest oil and gas terminals - in addition to the oil spill response services throughout the Caspian, which they have been providing since 1996.

Judge Orders Oil-spill Response Plan for Dakota Access Pipeline

A federal judge on Monday ordered Energy Transfer Partners to coordinate with tribes to create an oil-spill response plan for the controversial Dakota Access Pipeline by April 1, 2018. The ruling from U.S. District Judge James Boasberg came nearly six months after he ruled that the Army Corps of Engineers’ review of the project, which transports oil from North Dakota near Native American reservations to Illinois, was inadequate before it granted necessary federal permits.

Statoil Awards ERRV Contracts

Statoil awards Simon Møkster Shipping AS contracts for three emergency response and rescue vessels (ERRV), and Havila Shipping ASA for one ERRV. The contacts have a total value, included options, of NOK 2.7 billion. The vessels will be part of Statoil’s area-wide emergency response on the Norwegian continental shelf (NCS). The emergency response vessels play an important role in addressing government authorities’ and the company’s own requirements for rescue, hospital, fire-fighting, emergency towing and oil spill preparedness.

BP Says Oil from North Sea Spill to Sisperse Naturally

A technical problem at BP's Clair platform in the North Sea resulted in a spill of 95 tonnes of oil that was allowed to disperse naturally into the sea, the British oil major said on Monday. New Campaign Pushes for Arctic Energy

A coalition of groups supportive of responsible resource development in and off the coast of Alaska today unveiled a new broadcast, print and digital advertising campaign calling on the Obama administration to keep intact the Arctic leasing areas currently contained in the Interior Department’s draft proposed plan. The draft program, revealed in March, allows for the possibility of lease sales to be held for federally controlled tracts in the Beaufort (2020) and Chukchi (2022) seas.

EMSA Equipment Assistance Service Launched for North Sea

NRC has announced the launch of a new oil spill response equipment assistance service for the European Maritime Safety Agency (EMSA) in Oldmeldrum, near Aberdeen, Scotland. Under this contract, awarded to NRC subsidiary Sureclean Ltd, NRC will be responsible for maintaining and storing EMSA’s equipment and ensuring its readiness for mobilization 24/7 should an emergency occur. Crude Oil Cleanup Underway after Flowline Spill

An estimated maximum potential of 840 gallons of crude oil reportedly discharged from a flowline, owned by Texas Petroleum Management, into a marsh near Southwest Pass, Thursday.   The U.S. Coast Guard and Louisiana Department of Wildlife and Fisheries are responding.   Oil spill response organization Oil Mop has placed a containment boom to prevent further impact to the area, and the flowline is said to be secured.   The cause of the incident is under investigation.

An abandoned flow line near Lake Grande Ecaille has reportedly discharged an estimated 4,200 gallons of crude oil, Monday, the U.S. Coast Guard said. The pipeline belongs to Hilcorp Energy, and the source of the discharge was reported as secured, Monday. The cause of the incident is under investigation. BSEE Evaluates Oil Spill Response Exercise

Engineers and analysts from the Bureau of Safety and Environmental Enforcement's (BSEE) Gulf of Mexico and Alaska Regions recently evaluated Spill Response Operations Training and Equipment Verification exercises conducted by the Tennessee Gas Pipeline Company and its oil spill removal contractor at the Port of Morgan City, La. These exercises are required periodically to test spill response team training and resource availability, as part of each operator’s Oil Spill Response Plan.

Need to Cut Cost for Barent Sea Development - DNV GL Study

OG21 today received the DNV GL study of technologies that should be developed for year-round oil and gas production at 74 degrees North in the Norwegian Barents Sea. New licenses are due to be awarded in this area as part of the Norwegian 23rd licensing round. The report concludes that technology solutions are fairly mature, but need to be adopted for Norwegian waters. This would be possible within a 8-10 year time frame, which is also the earliest one can expect first oil or gas in the licenses.

Technology Readiness Levels Defined for Oil Spill Response

Bureau of Safety and Environmental Enforcement (BSEE) staff participated in a workgroup meeting at the bureau's Ohmsett facility in Leonardo, N.J., as part of the workgroup’s efforts to define Technology Readiness Levels for use in the oil spill response community. BSEE staff discussed the criteria that could be used to determine the readiness of technology with equipment manufacturers, industry, and facility representatives, drawing from their different perspectives and expertise.
