PacificLight Power builds a hydrogen-ready gas powered plant in Singapore

January 3, 2025

PacificLight Power said that it received approval on Friday from the Singapore Government to build a hydrogen-fueled gas power plant at Jurong Island.

The project is part of the city's plan to decarbonise their power grid which relies mainly on natural gas for generation.

PLP said that it had received approval from Singapore’s Energy Market Authority to build, own and operate a combined cycle gas turbine facility (CCGT) capable of supplying at least 600 Megawatts (MW). This will begin in January 2029.

PLP owns a CCGT plant on the island, which has been in operation since 2014 and has a capacity 830 MW.

The company stated that the new facility will use at least 30 percent hydrogen initially and 100 percent hydrogen in the future. It will also feature a large-scale Battery Energy Store System (BESS).

It added that the site could accommodate a second CCGT and integrate carbon capture and storage technology (CCUS).

PLP will also construct a Fast Start unit that can generate 100MW by the second quarter 2025. These units can increase power output quickly to ensure a continuous power supply in the event of unexpected events.

Together with Indonesian Medco Power Global PLP, in partnership with Singapore-based Gallant Venture and the Bulan Island solar energy project of Indonesia, is developing a 600MW importation project from Bulan to Singapore.

PLP is owned jointly by Hong Kong's First Pacific Group, and Meralco PowerGen Corp. in the Philippines. (Reporting & Editing by Gabriel Ng & Janane Venkatraman).
