NYK Bulk Carrier Completes Another Run on Biofuel
NYK conducts third successful biofuel trial on ship carrying Tata Steel cargoThe bulk carrier Frontier Sky, which is owned by NYK and operated by Tata NYK Shipping Pte. Ltd., conducted a trial use of biofuel to transport cargo provided by Tata Steel Limited, the major steel manufacturer in India. According to the company, this is the third successful trial use of biofuel by an NYK vessel.In this test voyage, the vessel was fueled with biofuel by Toyota Tsusho Petroleum Pte. Ltd. at the port of Singapore on November 14 and a test voyage was conducted on a route to the port of Dhamra, India.
Total in 10-Year LNG Bunkering Pact with Pavilion
Temasek-owned Pavilion Energy has signed a 10-year fully-termed agreement to jointly develop an LNG bunker supply chain in the port of Singapore with Total Marine Fuels Global Solutions (TMFGS), a subsidiary of French energy conglomerate Total SA.Global law firm Norton Rose Fulbright has advised on signing the contract.The agreement includes the shared long-term use of 12,000 cu m LNG bunker vessel (LNGBV). Total and Singapore's Pavilion Energy have signed a non-binding deal through their subsidiaries to develop a liquefied natural gas (LNG) bunker supply chain in the port of Singapore, the companies said in a joint statement on Tuesday.Total Marine Fuels Global Solutions, the French oil major's affiliate in charge of worldwide ship fuelling, or bunkering, activities, and Pavilion Gas signed a heads of agreement which covers the shared long-term time charter of a new generation LNG bunker vessel to be commissioned by Pavilion Gas by 2020, they said.It also includes an LNG supply arrangement between the two companies for Total to deliver LNG bunker fuel to its customers…
Singapore Revokes Transocean Oil's Bunker Licence
Singapore's Maritime and Port Authority (MPA) said on Monday it had revoked Transocean Oil's bunker fuel supply licence in the Port of Singapore, effective immediately. MPA said it had conducted checks on Transocean in March and April as part its efforts to ensure the integrity of bunkering operations at the port and found "falsifications of records and discrepancies in the stock movement logbooks on board the bunker tankers" operated by the company. Transocean Oil, which was formed in 2003 and operates a fleet of thirteen bunkering barges, according to its website, was not immediately available to comment. It sold a monthly average of around 200,000 tonnes of bunker fuel in 2013.
Singapore Bunker Operator Fined $57,000
Singapore-based bunker barge operator New Ocean Maritime was fined 81,000 Singapore dollars ($57,100) on Jan. 17 for providing services without a licence between Jan. 3, 2015 and March 28, 2015, the Singapore port authority said on Tuesday. The company was also found to have used the bunker craft operator licence of Seaquest Tanker, another Singapore-based bunker services provider, which had its permit revoked last year on April 26 for erroneous record-keeping. Singapore is the world's largest ship refuelling port, with thousands of vessels calling every year to take on bunkers, as shipping fuel is known in the industry.
MPA Grants 51 Companies With Bunker Survey Licence
The Maritime and Port Authority of Singapore (MPA) has issued 51 companies with bunker survey licence to operate in the Port of Singapore. The licence is valid from 1 January 2017 to 31 December 2017. Since the licensing scheme was first announced in October 2014, MPA has been engaging the bunker surveying industry on the details of the scheme. MPA Revokes Bunker Supplier Licences of AC Oil
The Maritime and Port Authority of Singapore (MPA) has revoked the bunker supplier and bunker craft operator licences of AC Oil Pte Ltd with effect from 29 July 2016. AC Oil Pte Ltd will no longer be allowed to operate as a bunker supplier or bunker craft operator in the Port of Singapore. As part of MPA’s on-going regulatory efforts to ensure the safety, reliability and quality of bunker supplies in Singapore, checks were conducted on AC Oil Pte Ltd in May and June 2016. MPA’s investigations into the company revealed discrepancies and wrongful declarations in the records kept on board their bunker tankers.

Keppel Offshore & Marine Ltd (Keppel O&M), through its wholly-owned subsidiary KS Investments Pte Ltd (KSI), and BG Group plc (BG Group) have been selected to supply Liquefied Natural Gas (LNG) bunker to vessels in the Port of Singapore. The two companies are no longer allowed to operate as bunker suppliers and bunker craft operators in the Port of Singapore. As part of MPA's ongoing regulatory efforts to ensure the safety, reliability and quality of bunker supplies in Singapore, routine checks were conducted last year on Hong Fatt Oil Trading Pte Ltd and Tankoil Marine Services Pte Ltd.
Singapore’s MPA Discuss LNG Bunkering
The Maritime and Port Authority of Singapore (MPA), Antwerp Port Authority, Port of Rotterdam and Port of Zeebrugge participated in a Liquefied Natural Gas (LNG) bunkering focus group discussion on 14 and 17 October, held in conjunction with the Singapore International Bunkering Conference and Exhibition (SIBCON) 2014. Mr Andrew Tan, Chief Executive of MPA, said, “As an alternative fuel, the shipping industry is looking to LNG as a cleaner marine fuel to meet international regulations. Given the international nature of shipping, we are excited to work with the Antwerp Port Authority, Port of Rotterdam and Port of Zeebrugge, to harmonise the global LNG bunkering standards.
Platts Mulls Oil Benchmark Changes
Platts proposing FOB Straits benchmarks to replace FOB Singapore. New benchmarks aimed at storage growth in Malaysia, Indonesia; move could boost liquidity and lower storage costs. Oil pricing agency Platts is consulting with traders on proposed changes to its key oil product benchmarks in Asia to include ports in Malaysia and possibly Indonesia as cargo loading points to take advantage of new storage facilities. Singapore, Asia's largest oil trading hub, faces land shortages that have driven billions of dollars of spending on the construction of storage facilities in neighbouring Malaysia and Indonesia.
