Brazil president signs law authorizing offshore wind development

January 11, 2025

A statement released late Friday said that Brazilian President Luiz inacio Lula da Silveira had signed into law the bill authorizing offshore wind farms. The move was made to improve the energy security of the country and spur a wave investment.

In a statement, it was stated that the new law provides incentives for the development offshore energy projects within Brazilian territorial waters.

The wind speed offshore is usually faster and more stable than the wind speed on land. This could be an advantage over wind farms constructed on a continent. According to the American Geosciences Institute, offshore wind farms are expensive, difficult and can affect marine animals and bird species.

The Brazilian government stated that the law contains guidelines for projects, restoration of explored areas and requires prior consultations with affected community to ensure "respect" for traditional maritime practices.

According to data from the government, more than 80% (mainly hydroelectric) of Brazil's power comes from renewable resources.

The statement stated that the president vetoed the provisions of the law introduced during the debate in Congress, which would have maintained incentives for "more expensive, inefficient and polluting energy sources, such as thermoelectric and coal plants."
